Overview

Recorded Future's Insikt Group disclosed a cyber-espionage campaign delivering a previously undocumented Windows backdoor named HOOKEDGE to government, diplomatic, and defense-manufacturing organizations in Romania, Spain, and Turkiye. Observed activity ran from late September 2025 through early April 2026 and was publicly disclosed on 27-28 August 2026.

Insikt Group attributes the activity to BlueDelta with moderate confidence. BlueDelta overlaps APT28, Fancy Bear, and Forest Blizzard and is publicly associated with Russian GRU-linked activity. This remains a threat-intelligence assessment based on malware, infrastructure, tradecraft, and targeting overlap, not a fresh official attribution for every individual victim organization.

Attack Scenario

  1. A targeted employee receives a spear-phishing email with a macro-enabled Word document.
  2. The lure instructs the recipient to enable content/macros.
  3. Once enabled, the document AutoOpen() routine writes HOOKEDGE components into %USERPROFILE%.
  4. The installer creates a recurring Scheduled Task for persistence and then removes setup artifacts.
  5. HOOKEDGE launches Edge in headless/hidden mode and connects to attacker-controlled webhook endpoints.
  6. The implant retrieves fragmented .cmd payloads, reconstructs them, and executes commands.
  7. Command output is packaged and exfiltrated through webhook-based form submissions.
  8. Operators triage victim value and may deploy a faster-beaconing second stage for higher-value targets.

Short-term Measures

  • Enforce phishing-resistant MFA (for example FIDO2) for email, VPN, and remote services.
  • Strengthen email security with sandboxing, attachment controls, and anti-impersonation policies.
  • Restrict unsigned VBA execution and harden Office macro policies by default.
  • Review and limit execution from user-writable directories such as %USERPROFILE%.

Monitoring & Detection
